Spurs have already bought in Nacer Chadli from FC Twente, Brazil international Paulinho from Sao Paulo, Spain international striker Roberto Soldado and now can add Capoue to their list.
The deal was announced on Friday with the deal completed subject to a medical which is to take place today.
Cardiff City were close to signing Capoue as were Atletico de Madrid but both were pipped to the post by Tottenham.
Capoue is primarily a defensive midfielder but since Paulinho and also Sandro are both players in that position, it will be likely that the Toulouse player will play as a central defender which is his other position that he can be deployed in.
The 6-time France international scored 7 goals from 34 appearances in the league last season.
